Over the past two decades, Elsa and her sister Josie Relism have turned this spot in a nondescript gray industrial strip mall just west of Cutler Bay into a pilgrimage site for South Florida’s Filipino community. Many drive from as far as Orlando and the Keys for a taste of home on a plastic plate.
