Le Cafe Bistro

If you've ever been lucky enough to find a $20 bill on the sidewalk, you'll have the same feeling of good fortune after dining at this charming and blessedly inexpensive little neighborhood restaurant on the train wreck that's upper Biscayne Boulevard. The short menu is more or less French, featuring excellent (and lighter than usual) onion soup, traditional escargots topped with a chunky button mushroom, good roast chicken with Dijon mustard sauce, and savory lamb Provençal. But there's a reason it's called Café Le Glacier, and that reason is a roster of fine and deeply flavorful ice creams, one scoop of which will give you $20 worth of pleasure for a tiny fraction of the price.
