Fourty-three-year-old Hernan Lazaro Concepcion has been charged with kidnapping and lewd and lascivious exhibition after allegations that he attempted to rape a four-year-old girl Sunday afternoon.

The victim and her mother were attending a barbecue at their apartment complex, where Concepcion was also present. The mother realized her daughter had gone missing and checked in Concepcion's apartment.

"I went into his apartment. I opened the bathroom door. My daughter was on the toilet, standing with her panties around her legs. He was rubbing his naked self on my little girl. It's a good thing I made it in time. He was about to rape her," the mother told WSVN while speaking in Spanish.

Concepcion, the father of a 7-year-old disabled child, begged for mercy, saying that he was drunk and on drugs. He was arrested and held without bail. [WSVN]
