Natacha Seijas can feel good about one thing as she fights her recall. The campaign is creating work for one of her pals in a rough economy. The county commissioner's anti-recall political action committee has spent $100,411 -- nearly half of Seijas' war chest -- through Creative Ideas Advertising Inc., a political consulting and public relations firm owned by the wife of lobbyist Armando Guiterrez, who represents dozens of companies with city of Miami and county contracts.

Martiza Guiterrez and her husband are close friends of Seijas, who has used Creative Ideas in previous campaigns to produce mailers and buy radio and television spots. A board member of the Miami-Dade Expressway Authority, Martiza Guiterrez has also been the subject of controversy involving Miami's community redevelopment agency.

Last year, she was involved in a billing dispute with the CRA. She contended she was owed $20,000 for a public relations campaign Creative Ideas handled, but former CRA executive director James Villacorta (who recently passed away) said her firm was owed way less money.
