    For the third day in a row, Miami Police officers began their morning fishing in the bay for dismembered body parts.  Just before 9 this morning, cops surrounded the bay shore near NE 96th Street, Miami PD spokesman Delrish Moss tells Riptide, after reports of human remains spotted in the water.     Around 11:20 this morning, a slim black man -- about six-foot-one and wearing camouflage pants, a yellow shirt, and a black skull cap -- walked into the Wachovia Bank at 160 SW Eighth St. He waited patiently in line, and when he got to a teller, he handed her a note demanding cash.     Two men dressed in black sprayed a crowd with bullets at Northwest 5th Avenue and Northwest 5th Street at 12:45 this morning. Twelve people were injured and three are in critical condition.
