Miami's cop school stinker

About 30 freshman cadets run up and down the worn, expansive bleachers of Traz Powell Stadium. It's just past 6 o'clock on a chilly December morning, and despite the cold, the students are dressed in navy running shorts, black sneakers, and gray T-shirts embroidered with their names. As they land on the bottom step one after the other, a separate group of nearly 100 cadets lobs water balloons at them. Then they squirt water guns.

Slipping and shivering, the soaked runners continue their sprints. They finish after 30 exhausting, icy minutes.

"It was humiliating," says a student who participated in the drill. "No one told me I was signing up for a fraternity-style hazing. It was hard enough running up and down the stands. But to do it while getting blasted with water balloons was absolutely ridiculous."

Welcome to the Miami Dade College School of Justice, the premier location for training the county's men and women in blue. The school, where hundreds of officers have trained in the past four decades, was once highly respected in the field. But, according to a dozen current and former trainees and teachers who spoke to New Times over the past two months on condition of anonymity, it has deteriorated under the stewardship of basic training director Richard Moss and a cadre of instructors with terrible work histories whom he favors.

They contend Moss is unfit to shape new generations of cops and corrections officers: "The way Moss is running things is not good for the students," says a firearms instructor who pulled himself off the teaching rotation. "I've only met the guy once, and his attitude leaves a lot to be desired. He gets off on bullying people. The way he runs things is not what you would want in a learning environment."

Indeed, Moss landed the $85,000-a-year gig at Miami Dade College in December 2009 despite a poor track record as a law enforcement officer that included a demotion for insubordination when he was with the Broward Sheriff's Office. Public records also include allegations that he bullied rank-and-file officers when he was police chief in Woodstock, a small Georgia town with a population of 10,000.

Approached on campus, the tall, muscular, salt-and-pepper-haired 56-year-old would say only: "There's two sides to every story," before referring a reporter to a spokesman who didn't respond to repeated requests for comment.

The Miami Dade College School of Justice was founded in 1971 at the school's north campus, at 11380 NW 27th Ave. It grants associate's degrees in criminal justice and bachelor's degrees in public safety management.

Each semester, the school provides instruction to about 500 new recruits as well as continuing education for more than 2,000 sworn law enforcement officers from across the region. Tuition for the eight-week classes ranges from $1,200 per year for Miami-Dade residents to $6,100 for nonresidents. Notable graduates include Miami-Dade Mayor Carlos Alvarez and county commission Chairman Joe Martinez. Alvarez served as the county police department's director before being elected mayor in 2004, and Martinez served 17 years as a county cop.

Moss began his law enforcement career in 1977 as a patrolman in Middlesex, New Jersey. Four years later, he was hired by the Town of Lake Park Police Department in Palm Beach County, where he was disciplined for improper discharge of his firearm during his three-month probationary period. He resigned June 11, 1982, to accept a job with the St. Lucie County Sheriff's Office.

In 1983, he joined the Broward Sheriff's Office, where he rose through the ranks to captain. But his tenure was marred by 12 internal affairs complaints, five of which were substantiated. In 1990, he was investigated for three separate incidents. Details are vague, but an investigator recommended that two of the complaints be sustained. In one, during July of that year, an investigator recommended he be suspended and lose pay. In another, during August, a different investigator suggested a written reprimand.

In August 2003, Moss was cited for insubordination. At the time, his boss, Major David Carry, wrote, "Captain Moss's disrespectful demeanor, condescending attitude, and use of the word fuck with Chief [Frank] Lightbourn is clearly in violation of BSO policy and procedures."

A year later, internal affairs detectives opened an official misconduct probe when Pompano Beach resident Gregory Cesarani accused Moss of trying to dissuade him from reporting a sex crime. Cesarani had alleged the son of John Rayson, who was Pompano Beach mayor, had been having sex with his 15-year-old daughter. The young man was 18. According to the investigative file, "Cesarani felt that Moss refused to complete the report because of political reasons."

Moss classified the case as a "domestic disturbance" between Cesarani and his daughter, records show. He claimed Cesarani had failed to produce any evidence of a crime and added that Cesarani's wife knew of the sexual relationship. Interviews showed, though, the kids had been dating (and possibly having sex) when the girl was 14. Moss was cleared of official misconduct, but he was given a written reprimand.

In 2006, Moss deliberately blew off a mandatory meeting so he could work an off-duty job, according to his personnel file. In a February 28 memo, Broward Sheriff Lt. Col. Danny Wright concluded that "it was quite apparent that Capt. Moss has lost all respect for rank and authority" and that he "failed to exhibit good judgment, temperament, and maturity one would expect with a Broward Sheriff's Office captain." Moss was demoted to commander, suspended 20 days without pay, and reassigned to the Port Everglades detail, a less than desirable assignment.

you guys are a bunch of idiots with weak personalities.  while you guys are probably your average high school grads posing as regular street patrol her was a chief and very good at his job.  he has proven he is very experienced and knows the profession.  yes he may not deal with people well all the time but it doesn't begin to describe him as you guys do.  with a position of power will come complaints being you are the person making important decisions.  how many of you sit back and judge the man who runs your country? you will agree with some but not all decisions.  as far as the recruits who complained tell them to grow up and grow some balls.  your training to be an officer not a school teacher or store clerk.  a degree of toughness is necessary in the industry.  not to mention do the people in the service complain and are there superiors judged based on some of the harsh methods they endure during training.  furthermore most of you will be nothing more then sorry street cop wannabes doing the bare minimum to collect a check because you are content with your simple pathetic lives.  while this man has by far surpassed what you will ever be within a short period of time.  being successful is about taking risks and making decisions some may not agree with.  good luck sitting here gossiping about him as he continues to teach and excel in life as you do nothing.  driven people adapt and make something while you guys complain about a person that supposedly prevented you from being something. weak minded fools

If there is one thing I've learned in life, it's this. If you are a truly useful human being, all the pointless human beings will hate you. I'm sorry to have to say, Francisco, but your slanted article has no merit and demonstrates a tragic misuse of journalistic freedom. Knowing Lightbourn's satisfactory but far from perfect policies, perhaps Lightbourn deserved to be sworn at. The part about the sex crime is absurd. If every 18-year-old that had sex with a 15-year-old was prosecuted, we'd have ten thousand innocent 18-year-old kids with permanent scars on their reputations wherever they go. I don't know Moss personally, and I don't side with cops just cause they're cops, but when my neighborhood was trying to stop the drug dealers from dealing along the route elementary and middle school students took each day, Moss was the one who got things done. Perhaps the students who think that Moss is too tough are weak-minded and could benefit from some toughening up. Every point in the article was poorly investigated and one-sided in its presentation. It reads like raving lunacy. In my limited experience, Moss is a fairly nice guy, extremely intelligent, and of high integrity. Perhaps it is more the world around him that is so disconcerting and politically motivated.

Very well said LQ. It is finally nice to see that someone can post an educated response. My contention is that Moss should have never been hired with his background. I can assure you that there were numerous other qualified applicants with equal or better credentials and respectable backgrounds. The mere fact that this individual was hired over those also applied and were equally or more qualified than he is suspicious. Another area of concern is those he has chosen to empower in his brief tenure who have very questionable backgrounds also. These individuals have no business training new members of the law enforcement field. I am sure that the next response will be to provide proof of my allegations. To that request I can only reply, be patient my fellow readers. Good things come to those who wait.

I agree that it seems Moss should be removed from his position based on his terrible track record.

However, I disagree with the notion that putting recruits in uncomfortable situations is evidence of his poor leadership. These folks are going to be police officers, not candy stripers. They need to learn to focus, do their jobs, and maintain discipline in the face of unruly crowds, overly-emotional victims of crime, armed maniacs and a slough of other groups that will test their nerve. They may be pelted with objects much worse than water balloons, and in temperatures that may aggravate the way the consternation they’re already feeling (either hot or cold), and will still be expected to maintain their composure and do their jobs effectively.

In other words: If you want to learn how to be a cop and deal with the worst society has to offer, toughen up.

I was beaten by 2 MIAMI PIGS and while this occurred 4 other Officers stood there and watched, in fact, EVERY time I was STRUCK, the other 4 Officers turned their back to the ACTIONS. I mention this BECAUSE 2 of the COPS were women. I am curious, what kind of cop were/are you? Status quo ? or NOT LET your co workers beat on someone? wow, what journalistic integrity in the compiling of this fairy tale! When the reporter uses words like "cronies and favorites " set the tone of what you are all about. I wonder, the anonymous sources you mention, what would be said about them should their identities be revealed???? I doubt you spoke with anyone, I believe you made up the entire article. If you were a true investigative reporter, how about comparing test scores pre and post Moss? Are the students better prepared and better trained today then yesterday? Are the employees that have complained, what do their evaluation state about them, pre and post? The former instructors, have you checked their student evaluations? They are public records, they are paid with public funds, what do their agency evaluations say about them? No, this is why NewTimes is considered a rag, even when you get a topic that could make a meaningful change, you write a story with a preconceived notion and stay with it. hummmmmm, I always look at the accusations with the attitude of " who has a dog in this fight and what to they gain"? Now the instructors that are no longer working or have had their hours reduced???? Do you know hey had a monopoly on their teaching there? Did you know some made almost $50,000 grand? Hey If I lost that much money what do you think I would do???? Also, the only ones that are saying how great the instructors were, are the former instructors!!! When was the last time they updated a lesson plan! When was the last time they taught anything new and fresh? As far as the cadets go, well there you go, Gen X and Y! It is cold, I'm hungry, when do I get a gun, why do I have an old car, I can't test well, why is it hot outside, why do I have to run, why can't i turn it in my work late, why is it my fault, etc. Police academy is tough for many reasons, to toughen the mind as well as the body. The worst director? Or maybe the first one to see your bullshit. I have seen the instructors, walking around, sucking in their expanding girt in the red shirt screaming to be let out, talking to the female recruits and trying to impress them with their stories of police heroics that occurred a quarter century ago, and when they actually drove up to deliver the water to the working guys, stop it. The issue with Moss is two fold, he is trying to update and change an attitude that went unchecked for years and he is not Hispanic, which has it's detractors in a county that is 65% Hispanic. No, anyone that is not willing to speak to the press and give their name is not credible. In fact, I heard from a very reliable, anonymous source that Francisco Alvarado, was overheard on the MDC campus stating, " I am going to destroy that Gringo", If that Angelo thinks he can get away with firing my friends, I will destroy him! I also heard that Francisco Alvarado was accused of child molestation and that was reported by another reliable, anonymous source, It must be true because it is printed, right?!

From an officer point of view, if you, as a cadett, can't take the heat, in a safety environment, like the police academy, then, you should reconsider your choices, because when you get to the real thing, on the streets, they would try you to the max. You must have a thick skin, otherwise you'll end up in an internal affair really soon. About Officer Arrebola, now, Captain, I have known him for 12 years. He is one of the most gentle, outstanding cop, I have ever have to work with. Straight up. What you see, is what you get. Can't get any better that that. A great supervisor, and Academy instructor. Just remember, Mr. Writer, that no one, no one is perfect.We all are human beings, with our faults, and talents. We choose to serve our community, and we do our best, according to what we have. Most of the Instructors left when the City of Miami opened their new academy downtown next to central station. The City`s academy is far superior to Miami Dade North Academy and the instruction received by the recruits at MDNA is mostly by former officers who worked in some of the worst departments in Dade County and have been fired. They are stealing these recruits money.

Moss failed two psychological's one for the Somerville Police Department and the other right here in Boynton Beach. The reason he left Middlesex New Jersey was because once again he didn't follow policy and used incorrect bullets in his revolver. He left before they could fire him. The guy is a signal 20! He has always been a liar as well as being a big time manipulator and if you believe what he tells you then I feel truly sorry for you. I am a former female trainee and graduate of MDC I choose to keep my identity anonymous along with many others to protect myself as I express my opinion on this topic. I have first hand knowledge of the behavior and conduct which occurs at the academy the unfair and preferential treatment for some female trainees by Mr Arrebola, they know who they are. It is known that Mr Arrebola always has a favorite in almost every class who gets the after hours one on one Instruction session and she is sure to pass every class. I have read all of the other comments refering to skeletons in the closest, but that is a poor excuse for the things oMr Moss and his buddies are doing. Regardless how long you have known someone it does not justify this kind of behavior.

Please you ass kisser, it's about time Moss ass was exposed he was and is bad for this program I was a former Cadet as well, and the bullshit I encountered was uncalled for and very unporfessional on Mosses part. I will say Arrabola and Mitchell had a better attitute than Moss and Mitchell is a great defensive tactis instructor...... Also, the anonymous critics contend, Moss has given more hours to favored instructors, including Manuel Arrebola, an ex-cop with a terrible track record. Arrebola was terminated from the Opa-locka Police Department in 1992 after admitting he and another officer severely beat a suspect. Prosecutors agreed to not charge Arrebola with a crime in exchange for his testimony against his partner, who was convicted and sentenced to 20 years in prison.

Another favorite, the officers claim, is Acie Mitchell, who resigned from the Sweetwater Police Department following an internal investigation that revealed he had been using his department-issued credit card to fuel his personal vehicle, according to his personnel file. THIS IS UNBECOMING OF AN OFFICER, AND NOT THE KIND OF BEHAVIOR FOR ANY UPCOMING OFFICER TO EMULATE!!

Isn't the Miami PD among the most corrupt departments in Miami. They do in house testing for promotions, which makes it super easy to manipulate. Half of the upper echelon from the Chief on down is in the middle of or has had some sort of investigation. And the first BLE class the city put on, a recruit got shot in the face by an instructor. It was a tragic accident but it still happened. Both MDC and City of Miami's academies have more than questionable people working for them. Unfortunately, in any business, but especially in businesses that award power, there will be tragic accidents, mistakes, corruption, greed, and jealousy. Whats sad is half the people who are ruffling the feathers have far from stellar work histories. Nobody is in any position to throw stones here.

Anonymous Angelica, if this was an ongoing problem, why did you not make a formal complaint? Why does anyone care how the other cadets get treated? Care about yourself and being the best you can be. Or is it possible that you either are or friends with the female employees who are are throwing this nonsense around? Let me ask you something? If the T.A's in question are to be held to such high standards, then shouldn't we be looking at other employees who have been fired by every department she has worked for? And if we want holier than now role models as instructors, then maybe we should also look at the same instructor who was fired from all departments and her philandering history...I mean its not every day someone can go into any department in Dade county and name at least 3 people they have slept with (while married). That is what makes this article such a crock. It doesn't look at the other instructors who have shadier pasts and worse reputations.

Saying that half of the upper echelon in the City is under investigation is a moronic statement. Every Officer in the U.S. has or will be under investigation at some point in his/her career. Police Officers have the right to take freedom away if the laws are not abided by and anybody with $400 dollars can file a lawsuit and a investigation incurs if they feel they were wrongly arrested. Also, training accidents occur all the time. It was unfortunate what happened, but if I told you all the accidents that have occurred with the NYPD, Metro, and all other well known departments, would that tarnish their reputation?

Wow you call people MORONIC, I am choosing a more direct approach. Your Theory is STUPID. It is bad enough when people manipulate laws and their positions to expand their powers. That would be bad enough, but You seem to FORGET ONE TINY DETAIL that makes ALL the difference in the WORLD.

These are the LUNATICS we give the guns too!!! We belong to a system that says Innocent until proven guilty. LOL I am not going to ask why when I paid a ticket one Friday, and got pulled over on SUNDAY and had to argue with a cop, the ticket had been paid on Friday... He decided I WAS WRONG and threw me in jail for the NIGHT. ONLY to have the judge say (when I got to COURT)... YOUR LICENSE WAS NOT SUSPENDED .... And let us please remember I still got to spend the night in jail, and still had to PAY to get my car out of impound.... Not to mention loosing my job after being arrested, and the finale, having my car towed 25 miles away, and no way to get there.

Think of that when you hire these wackos, AND give them guns too. I guarantee you would make a comment about STUPID CRIMINALS having guns... How come nobody complains about stupid COPS? I do not feel they should have guns either!!!!

I would like to think Karma, but these scum-bags have insulated themselves in ways we cannot even contemplate. I can tell you from personal experience, in situations I had them DEAD TO RIGHTS with concrete evidence. It was later explained how NONE of the witnesses could be reached, OR had recanted sworn statements. When I PROVED that There were Officers witnessing the COPS beating me up. The COPS were ACTUALLY TOLD by the Internal Affairs Officer where the incident occurred (after the 3rd version of the story, because the others were proven to be FALSE. ALL ON TAPE. ALL VERSIONS, yet it was still decided that the cops changing their story 3 times was ACCURATE, and hence no wrong-doing was involved. So I do not have much faith in the system getting them. They may be DUMB, but the system used for enforcement SUCKS.... :-( So, I am fairly confident they will ALL walk away...

I totally agree that an officer will at one point in his career be under investigation. However, when most people (the people who don't work there) think of the City, they think of an ex-Chief who got a vote of no confidence (thank God), you think of cops engaging in identity theft, grand theft, official misconduct, and the epitome of the good ol' boy network. Everyone and every department has skeletons, mishaps, bad apples, and yes bad apples tarnish reputations. And yes, training accidents occur all the time. But, to be a brand new academy and to have such a catastrophic accident is like a brand new airline making their first flight and the plane crashes. Its not the start you would like and it leaves an impression. It is extremely unfortunate but it still happened, luckily the kid lived. Unfortunately, the instructor lost his job because it was an accident that shouldn't have occurred. Not only was the weapon not checked properly but it shouldn't have been directly pointed at anyone anyway. And, yes some of the people MDC worked for bad departments (Miami PD isn't exactly up their in popularity or shadiness), and some were fired, some resigned, and yes some of these people should not be teaching future officers. My point is/was, the people starting this B.S. have no room to judge or throw stones because the people doing the crap talking have been fired (multiple times I might add), have worked for some of the worst departments, and were more than happy when they were the "chosen ones" when it came to who got the hours at MDC. But all good things come to an end and they are just pissed that the time came now. And as far as which academy is superior, only time will tell in the recruits that graduate from them.
