Obviously Luke “Capt.D” has no true credibility nor an educated leg to stand on, to be a contributor to The New Times, other than, of course, being one of the few celebrities that was born and raised in the MIA. Therefore, people who are not from here will look to “Uncle Luke” for his comments and viewpoints of what Miami is really like. Hell, if HE can write for The New Times, so can I. Of course, predominantely black communities like Liberty City, Overtown, Little Haiti, Etc. are in dyer need police enforcement not police brutality. At the same time, we also have communities such as Wynwood, Homestead and Allapattah that have been plagued with latino gang members and latino drug dealers for years – that also, need police enforcement. When it comes to police enforcement - our own police officers are just so desensitized to our communities at this point. It's kill or be killed out there, especially when our police departments insist on assigning these communities to the "rookies". Basically, to kids right out of high school with no experience or "street cred"! How do you expect them to have the "know how" on dealing with hoodlums (whether they be black or latino) on a bike @ 3am carrying an AK47??? Now, on to my point my point about Luke, behind his clearly racist remarks and bold accusations (without any real research in his writings and grouping all “Spanish” people together) you can kind of see his point. Not that it’s a point that I can agree with; however, I will elaborate: Luke being an African-American male who has lived in Miami his whole life, has obviously experienced racism…from who in Miami? Mostly Cubans, Probably (given his constant spanish people bashing). Cubans are an extremely racist group of people – anyone who is not of Cuban decent is merely not good enough or inferior - they have specific names for "others" such as; Chapapote (tar baby if you're black), indio (indian, if you are South or Central American) Gringo (White) and so on. Automatically, you are on the outside looking in. You don’t get the same treatment and if you’re black – forget about it! You are done!
Cubans come here (never as Illegal immigrants, so we can’t even categorize them as knowing the struggles of immigrants in this country) and everything is handed to them – they arrive with work permits; cousins, aunts and uncles who hook them up with jobs without even speaking English; suddenly they have SS cards and CREDIT; they buy cars and houses w/o ever really establishing CREDIT and BAM! Within a year they have the “American Dream”! Granted, they work, do bring up businesses and contribute to our economy but EXCLUSIVELY for their fellow Cubans and I mean this as to even fellow LATINOS. How should African-American people feel after years of oppression and struggles – being stagnant in the “ghettos” of Miami? They would feel like most of us “other” Latinos do – excluded and in an uphill battle! Plain and simple! I would love to see Cubans come here to Miami without a place to live, without extended family and without a legal stance in this country and to top it off having another race/culture stepping down on them. Yes, historically, Cubans did it in the 50's; however, historically, Cubans have assimilated to the White American culture and in that culture is the embedded racism towards blacks. So, “MM”, let’s be frank – Cubans don’t live the American Dream from Scratch to Something…please use this term loosely. Furthermore, “Can Black America learn something from this?”- highly offensive. Hell yeah they can learn; however, will Cubans open some doors to let educated black people follow through or will they continue to shut the door, lock it up and throw away the key? Although, Luke doesn't have the first clue of what he is writing about and most of the time he is defending black criminal activity - when he refers to these Cuban politicians - I believe he coming from a place of hate towards them. It's time to Heal Luke...don't perpetuate the ignorance.
Like “DRAKE” said down there on a comment – “This city is run BY Cubans FOR Cubans” – and they leave no room for any others to advance.

Its sad to see a 16 year old get killed by anyone but if this kid pulled a gun its all about shoot or get shot. Kill or be killed. It is very easy to be critical of ones decision to shoot but it takes just a few seconds for anyone to take action into preserving their own life. Crime must be fought with a hard stand. We just can't go political about community outreach when you got a bunch of scumbags killing real innocent people. Trigger-happy is not the problem. Most of these cops fire hundreds of rounds at the range so they are well used to firing a gun. It all boils down to protecting your life. If someone pulls a gun on me; the kid, boy, man, lady... etc. Is going down!!!!! The hell with what ever anyone else thinks. I respect other peoples life and the commandment that God gave us to "DO NOT KILL" so if someone disrespect my Gods command and also threatens my life; I will righteous kill them.
By the way; I've never kill anyone so don't think I am a radical here.

Your comments contradict everything your saying. Very hypocritical of you. If I was a resident of where this crimes are being committed, I would also want the cops in the neighborhood. You can't cry for more police involvement because the community is falling apart because of crime, but then complain when they shoot someone with a gun who as pointed it at a cop and robbed a pizza delivery man, all in a one days worth. What the problem is that when people in the community accept this behaivors as the norm and want to cover up for this criminal because his just trying to make it or there is not enough programs out there for these people to get help and their left with no choice but to commit violent crimes against people of their own community is bogus. For low income young kids and adults there is such things as financial aid which is free and never has to be paid back to go to college for freeee!, so the excuse that there is no alternative is bogus. But is easier to use so economic status to justify thins that they do. Because since they figure that there's not much expected of them and is much easier to take the easier road and just go along with the flow. You here all the time, I'm poor I can't do that or this, education is the only way out of poverty. And by the way these post is intended for all races, because there is good and bad in all races. We are all sinners at the end of the day, but if you really want to make you can't you just have to put some work into it. It's not going to come for free.

I think that politicians helping out friends is not the most effective tool for job qualification. Just as there are elections for mayors and other positions, there should also be elections for police chiefs with a maximum of 2 year stints. If they do a good job, great, re-elect them, if not, then it's time for a new police chief.
As far as the problems now, it is in the city's best interest to never lose sight of the citizens and their dignity. Police presence should always be around areas of higher crimes and drugs. It should also assign police officers to get of their cars once in a while and becoome involved with the residents of their patrolled area.
Last but not least, we as citizens and residents must not let our communities get overtaken by drug dealers or gangs. Help work with police authorities by setting up police watches during certain hours and call 911 upon anythiing suspicious.
Remember, in the end, what we all have to do is inform ourselves of what is our there and how just one person can make a difference.

Its amazing to see the stupidity this colum produces. Its always about race and color and never about the reality of the situation. We can we as minorities just face the facts that in these area crime is a way of life, because of the lack of education and proper upbringing. People are so quick to judge a police officer and it always turns into a racial thing. You never hear anything about when a white cop kills a white suspect. But dont let a cop shot a 16 year kid with a gun doing an armed robbery, because its the cops fault that kid is doing a robbery at 2am in the street. I wish those whom critize would have the B**ls well put to do the work of a cop. At time we need to be the judge and jury in a matter of seconds and at times are reactions arent the best. But why do we neglect that if the parents were watching their kids and monitoring their whereabouts alot of these crimes committed by youthful offenders wont exist. Why should a 16 year boy, be out on the street of Miami at 2am? Lets police our own homes before we go judge other. Also Chief Esposito is just a pawn in a bigger game of our society, blame the higher ups. Its time we took pride in ourselves as minority instead of always pointing the finger at others.

Lets put the blame on the parents for not giving 2 craps to provide their kids with good morals and keep them away from those dirt bags who all stay on the corner every morning in Overtown. I see these kids everyday at my job and they dont care about nothing. They are in and out of the system every couple of days. And this judicial system is to blame to. A slap on the hand and a kid is out the same day...Its true because I SEE IT EVERYDAY AT MY JOB!!! Dear Unkle Luke,
I understand that your past success in the rap industry has somehow enabled you to bestow your knowledge for the New Times. Maybe your star status lets you believe you truely have something insightful and meaningful to say. In regard to the violence taking place throughout overtown, and liberty city (to just mention a few slums around Miami) I believe its correct to state that the police force hasnt been doing their job effeciently in that area. Some of it can be attributed to shody police work and inexperienced officers patroling the area or maybe lack of resources/funding. One has to ask the question what does the community think? Perhaps many believe its a racial thing, although considering most of Miami's police force is of minority decent, that might be a tough sell. I believe there are two dominant reasons behind this issue. As i mentioned earlier the police force needs to do a better job of protecting its community, although in order to do so they need alot more help from the community, which has never been there to begin with.
Being a product of these same streets i dont have to tell you the street code of conduct that accompanies anyone who cooperates with the police in any way shape or form. This is the main reason behind the lack of community involvent, which i do understand. What exactly is the police force to do when the neighborhood itself doesnt assist in terms of providing witness? When testimony is the base of any solid case the community needs to come to grips that nothing will change unless they change their mentality and break from the status quo. Whether you live in Coral Gables or Carol City there isnt a police force in the world that will protect you from retaliation. To expect that is a bit ridiculous. At some point the community needs to be more proactive in identifying these individuals, and the police force needs to establish different ways to gather this intel without exposing their identities. Clearly its easier said then done. I also find it a bit hypocritical to scream racism and vigilanty behavior whenever a police officer shoots or hurts a suspected criminal. The kicker is when they publicly bash a cop for shooting an armed robber yet stay quiet whenever a child's life is claimed during a drive by. If there is anything our black brothers need to understand throughout all this violence is that change will only come when the community chooses to take their lives back. History( as well as flava flave) has proven that you
cant rely on the police to restructure or inspire your hood. That change has to come from its inhabitants. We've been blaming the police for all our misfortunes for quite some time now. That really hasnt solved our problems. At some point both the community and the police need to come together and take back their streets. Overwise more will die, and our children will continue to live in fear. If your not willing to sacrifice your life in order to make your neighborhood safer for your children then what type of example are you setting for the youth that will follow. Its no wonder things havent improved in that area for quite some time. Expect things to stay the same until we lose the fear of death and fear what the future continues to bring us.

Sgt Guillot like to hit people when they are in hand cuff.he abusses his batch, and this is what Mr. Regalado has to look into his so called sworn in officers. Im sure Sgt Guillot is a soft ass cop without that uniform or without his other officers. these officer do what ever Sgt Guillot tells them to do he even have rookies lying on police reports. so Mr. Guillot before you go talking crap about luke please look at yourself in the mirrow because you are as slimmy as they come!!! Who shoots a one year old? where the hell are the cops in hot places to prevent S#!t like that from happening... and now they want to raid in and catch drug dealers and people traffecking guns... I passed by liberty city yesterday and saw a lot of cops nothing I've ever seen before for the past year or so.. and now after all these young kids are dead is when Exposito wants every cop to stand guard and arrest ppl.. they should have been doing this since he started. >< They need to get liberty city, lil haiti and those places together and safe man we can't have innocent by standers and kids being shot all day everyday.

It's funny how Sgt Guillot has the Guts to write any comment on this article he is the first CROOKED Sgt there is. You ONLY became a Sgt because you pass a Written Test. what you need to do is turn in your batch and stop abusing innocent people! Maybe you are the way you are because when young you probably got your butt whooped and now that you have a badge you want to take all the ass whooping you got as a child on someone else! Maybe you remember arresting someone for driving while license suspended than you and your officers took this man to an empty parking lot and turned of your vehicles and let the man almost unconscious, than when you notice the man almost about to die you quickly called rescue and took him to ward D after you whooped his ass. But little do you know that there are cameras where you least expect, and there is also an Investigation of where that ambulance picked up the Suspect and you and your officers will soon get what’s coming. Mr. Mayor these are your so called sworn officers!!!!!!!!!!!!!! And yes Exposito is not good to be Chief of Police he needs to be removed A.S.A.P

Luther’s attorney wife probably feeds him ideas, and the New Times edits the material to make him appear literate. Luther only cares about sports gambling and hookers. He doesn’t have any opinion about anything else. Luther’s articles are merely an avenue for the New Times to ruffle our feathers without taking the heat. It’s a gimmick for us to pick up their rag.
Do some research on Luther; check out the shenanigans he has been involved with since he entered the public eye. The issues are so silly you wonder why anyone reads these articles. Has he ever cared about anything other than himself before? And he’s a tiny bit of a hypocrite: we all know he funded his early music career on drug money [according to street hearsay]. To get Luther to stop spewing garbage we must stop writing letters in response. Remember, any response is a good response. The history of cops lying to protect themselves goes back a long way in this community...starting with writing citations to beat-downs and shootings-Sensitivity in this community is zero when it comes to the cops who sit on their butts on 12th Street nightly and watch the drug trade and do nothing. And staking out this so-called armed robbery suspect is a one-time joke of and excuse...there were at least six shots fired at that kid from two different caliber weapons. No excuse for the daytime 12:00 noon shooting either...back of the head shooting...come on. I'm near-sighted and I can tell the difference between a firearm and a pair of sunglasses. Mr Mayor, " TAKING BACK OUR STREETS," the program launched by your office, supported by the commissioners, and executed by the Police Department, will continue to be an illusion as long as your offices do not address, and consider the Socio-Economic factors that contribute to these crimes in the city.
Let's address some of those factors: Our needs and our wants.
As human beings, we need shelter to protect ourselves against the elements. We need clothing to comply withe the laws, directives of our society. We need food to sustain ourselves. We need employment to obtain the money needed to pay the taxes, the fees imposed by the Federal, State, and local governments, and definitely we need money for our procurements(food, clothing, houses, cars etc.) Anyone can feel the remainder with anything that they might need money for .
As human beings, we have things that we want but not as necessary as something that we need. (An individual might need a decent car to go about his business, but another individual might want a fancy car to keep up with a trend, a lifestyle etc.) These wants sometimes are the effects that cause an individual to commit a crime, and they can produce envy, jealousy, and so on.
Also as individuals, we suffer from failed programs in our society. We suffer from the breakdown of our family system and its values. We also suffer from the results of divorces, teenage pregnancies, school drop-outs, lack of employment, discrimination etc. Here in Miami, even being non bilingual can impede the opportunity of someone of finding a job.
Mr Mayor, I can continue on and on, but it would not be necessary. Effective Policing of a city doesn't need a military appearance and the continual use of excessive force. Proper policing should start at home with the parents, but the failure of our family system, and its value have led to an unbelievable state. Next to it, we can place our failed schools, and also the many failed programs that sometimes wasted the taxpayers's money with no positive results.
Mr Mayor, that concept of " taking back our streets," has been used by many other Police Departments and communities across the country. Matter of fact, in 1994, a bill named "taking back our streets," introduced in the House of Representatives in the " Contract with America" failed to become a law.
Individuals are not born as criminals, but during the course of their lives they endure so much, they go through so many tribulations, and sometimes they feel so neglected, so discriminated, that their survival instincts have to kick in. The anger, the fear, the neglect and whatever else that they have kept in will come out in a form of vengeance.
Consider a new approach involving the citizen in assisting the police may be a good step.

It is incredible that a so called “journalistic” news paper for our community let so much mis-information and carelessness when writing a story or commentary. At times when emotions are hot and our community has challenges ahead, you let Luther Campbell “Uncle Luke”, distort the truth and say racially motivated ideas and theories about the Miami Police Department. I have proudly serve this community and place my life on the line every day along with many of our city’s finest. To say that the mayor should bring in someone to protect them from trigger happy officers is not only inaccurate but irresponsible. Mr. Campbell goes on to say that there is something is wrong when you have police officers shooting people first and asking questions later. Mr, Campbell is insinuating that the officer involved in the shooting in overtown did something wrong or illegal. In another article he suggests Lebron James not to drive thru overtown and get a WHITE driver if not police can shoot him for driving while white. If any one is inciting violence and unrest is Mr. Campbell, in which the Miami New Times has given this washed up so called “rapper” a soap bow to spiel his rhetoric. I work in the overtown and Liberty City areas, and would invite Mr. Campbell to take a ride along assignment with our brave officers that DO patrol this very dangerous streets so he can see first hand what kind of difference we make on a daily basis at the same time dealing with the bureaucracy that law enforcement agencies deal with every day. Maybe Mr. Campbell can assist us in cracking down some “drug holes” since he has first knowledge of them when he was arrested for cocaine possession a while back.. A person who is better known for booty shaking songs and putting half naked women to dance for little kids on stage, cursing and degrading women is no expert on police tactics or procedures. Mr. Campbell do your homework about current events and stop degrading and insulting hard working police officers that are trying to keep our streets save. I challenge you to respond to this respond and see for yourself if you have what it takes to patrol these streets. Its easy to type words on a paper. Put your words to the test. Anyway, it has nothing to do with a group of people trying to live a "thuggish" life by carrying guns and shooting blindly with total disregard to public safety? Nah, nothing to do with that. It has nothing to due with gang-retaliation over drugs or because someone said something? Nope, its fault of the police chief Or, even better, a 16 year old felon ordering food just to rob someone? Nope, its all police chief. Even more myopic, I love how you praise the people of Liberty City for not rioting. The only thing that is sad about your article is that poor girl who was hit, that was a tragedy. Well put Broke, it seems Uncle Luke isnt in touch with the streets of Miami. I suggest he goes on a ride with local officers in that area and see for himself what that community is really like. He claims that the departments are allowing Liberty city to become the wild west. Well, I would like for Uncle Luke to go out there and then suggest on how to do it. I garrantee that if the city takes the neccessary steps, then an uproar from clowns like this comes out that (boo hoo)the police departments are abusing the comminity.

Typical black response. Maybe Mr. Campbell would prefer for Miami cops to get shot. Nobody wants to a family member to get shot, but why is the typical black response one of defending the perp? Do you think any cop would risk his career shooting an unarmed man? If this 16 y/o was willing to shoot a cop, what would he be willing to do to a mother of 4? And where is the outrage when a black teen shoots and kills an innocent victim over a watch? Why does the black community only concern itself with wether the victim was black or not? This is pure racism! Remember what the good book says about sowing what you reap.
And then Campbell threatens, in a sublime way, the return of the Mcduffie riots. What a fool. If there was another riot, and criminal blacks tried murdering innocent non-blacks, (which is what happened in all Miami riots; blacks would victimize innocent non-blacks and the victims would often respond with deadly force) trust me, it would be a disaster for the community.

Luke you are plagued with the dogma of being an idiot and now we all know why. You have no idea of what it takes to be a police officer and to risk your life day and day out for pennies. Here is a rule of thumb maybe you can spell it out in Ebonics for your people.
Rule # 1
If you see a car in your rear view mirror with blue lights flashing and you hear a siren pull over and STOP.
Wait inside your vehicle for further instructions from the officer(s)
Place your hands and have your passengers place their hands in play view for the officer(s) to see.
Carry a D/L, registration and proof of insurance.
Do not exit, reach or make any sudden moves without the express consent of the officer(s) or risk being SHOT!
Rule # 2
If you carry a gun and try to rob undercover detectives posing as delivery clerks YOU WILL BE SHOT! Dumb ass! Regardless of your age!
Rule # 3
If you hear the officer clearly providing verbal commands and you ignore it and reach for something shinny YOU WILL BE SHOT!
Rule # 4
Follow the above and you and your fellow African Americans can avoid getting SHOT by police officers.
I don’t recall in recent news anything about officers shooting whites, Hispanics, Asians, and Europeans why is that?
It’s not that difficult to follow is it? This is what you should be truly writing about! Educate your people and help them rise from out of the slums you racist Moron! The chief and the officers are doing the best they can; given the circumstances. If your boys are going to play with guns they are going to get SHOT.
