The group hasn't made a consistently entertaining album since 1989's Technique, and, much like the once-mighty R.E.M., has been fading away via flaccid middle-age rockers devoid of innovation. But its new disc, Waiting for the Sirens' Call, is undeniably full of life, as the trio gamely shuffles out jangly guitar tracks that sort of amble along like so many ephemera. It sounds effortless and indistinct, for sure, but New Order has earned the right to be mediocre.
